The process seems to change from year to year, and the ticket-buying fans
are usually the last to get the word.  Last spring we walked into the
Bradley Center in Milwaukee and discovered that 1998 ticket orders were
being taken right then and there.  We were told that seats were being
assigned on a first come, first served basis, though we won't really know
until until the tickets arrive.  1997 seating was apparently assigned via a
lottery.
 
My best advice is to get press credentials any way you can, and get in on
the free seating and refreshments.  :-)
