Of course you know I had to get in my two cents.
 
The rule is correct. Control by a goaltender stopping a shot would result
in a whistle only when the goaltender has "frozen" the puck. If a puck
bounces off of the goaltender the play continues, the same as if the puck
were to strike a player of the "penalty" team. The key word here is
possession and the next is control.
 
Some referees will not stop play when a "penalty" team player aimlessly
swings their stick at the puck and actually makes contact. In the ref's
opinion this is not possession and control. Usually referees will use
contact of the puck by a player as the guideline, except for the goaltender
making a save or a player blocking a shot.
 
It's the same as a shot which hits the post does not register as a shot on
net, even though it "hit" the net. Just some food for thought. Like all
rules and laws, people too often look for an exact meaning, and if that
were the case, the rule books would look like novels. The referee is the
factor and its up to their discretion, and that I think will never change.
