No. Tony Hrkac of North Dakota won the Award in 1987. He was born in Thunder
Bay, Ontario. Hrkac still holds the DivI record for most points scored in
a season, 116.
A majority of the winners have been American, though: Neal Broten, Mark Fusco,
Tom Kurvers, Scott Fusco, Robb Stauber, Lane MacDonald, Kip Miller, David
Emma. I only know of one Canadian winner, Hrkac. I do not know for sure
the nationalities of the other two winners, George McPhee (BGSU, 1982) and
Bill Watson (UMD, 1985).
I will add that it would not surprise me if a number of voters are biased
against non-Americans in the voting, but at the same time it's hard to argue
against any of the American winners.
