Well, not exactly. Rule 6-41.b. <stuff deleted> "If, in the opinion of the
official, conditions are more favorable to play at one end of the rink than
the other, he may equalize opportunities by having teams change ends at the
middle of one or all three regular and overtime periods, but not in only two
regular periods. The official must rule that this change is to be made
before commencement of the game or period."
My point is that a team can demand a switch, but it's up to the official.

Yes, a team can demand a switch, as in the case in snively before the
lighting was redone it was very dark in one end
