Icing is defined as a puck shot by a team from behind the red line into the
attacking zone and across the goal line that is unplayable by the DEFENDING
team.  If the puck goes through the goal crease or on net then the icing is
nullified.  NOTE:  Going through the crease without actually going on net is
possible since the crease extends about a foot on either side of the post.

Usually.  This is the "normal" case for offsides.  But like someone else
posted, there are several other situations that can arise.  If the puck comes
out of the zone with attacking players in beyond the tops of the circles and
the puck is then dumped by the attacking team into the zone, intentional
offsides is called and the puck is faced off at the attacking teams endzone
faceoff spot.  Also, if a player crosses the line before the puck and receives
it from a pass, the puck is brought to the spot where the puck was passed
from.  (I had this situation in a Bantam game I did that almost looked like
an intentional offsides because the faceoff spot was nearly at the endzone
faceoff spot.  The coach was not very happy about it since he apparently was
unaware of this rule.)

Rich, I don't want to get on your case (again), but I think that you might
try viewing the game a bit more neutrally.  There are several reasons to
wave off icings and though icings have been missed frequently, as Ryan Stone
has pointed out, this year, I can't really remember any cases recently in
RPI games.

Again, this is probably an offside pass.  In the future, watch to see where
the puck was passed from and where EXACTLY is is faced off.
