OK.  Let's say you score with the goalie in the box.  Couldn't you bring
in the back-up goalie?  Of course, that would still place the team that
just scored in a short-handed situation, but wouldn't that work?  Then at
the completion of the penalty, the first goalie could just skate directly
to the bench.
