We've seen this call (not in college) rather frequently this year in some
close games. I think one should chalk it up to good coaching strategy.
Also, it's a risky call because it can backfire if the stricks aren't
illegal (once the call it made, someone is going to get a penalty) so it's
not invoked lightly.
