I don't know the specifics of how Butters' was paid, but I was under
the impression that the limit was for ALL University sources (thus
eliminating the potential abuse where a no-work position is created
in order to pay the restricted earnings coach more money). A few
years ago the Wisconsin basketball
program had to get an NCAA exemption (for one year) because they
moved the booster club from being "outside" to being part of the
University (which the NCAA prefers), but the restricted earnings
coach already had a contract to be the club director, thus putting
him over the limit.
