The blame for the Jeff Tory situation last season cannot be placed
completely on for Maine NCAA compliance Officer Linwood "Woody" Carville.
Carville was a part-time employee working out of a converted janitors
closet. He was essentially a one-man operation in charge of overseeing
the eligibility of more than 500 student-athletes -- without the help
of a computer system.
 
The Registrar's Office is also responsible for monitoring academic
eligibility and it failed to catch the error. Shawn Walsh had been
told by another school that the NCAA had told it that Tory wasn't
academically eligible, yet he kept that information to himself and
failed to look into the matter.
 
Maine's compliance program was essentially non-existent and was an
accident waiting to happen, through no fault of Carville's. He was
the scapegoat, the sacrificial lamb. Throw in that former Athletic
Director Michael Ploszek was oblivious to Maine's inadequate compliance
resources and Carville becomes even more of an unfortunate soul.
There should always be a checks and balances system when it comes to
compliance, but Maine chose to dare the NCAA gods and got caught.
