In general, players are asked to step out of the face-off circle for
encroaching on the dot or moving too much before the referee drops the
puck. In addition, if the player will not line his stick up straight, he
will be tossed. Usually, a wing jumps in and takes the draw instead. It is
truly a discretionary call. You see it a lot more in the NHL than in
college hockey, but it arises from players looking to snag a little
advantage to keep control of the puck.
I can't remember ever seeing a penalty in an instance such as this one,
but I guess if the referee really felt that this particular player was
intentionally holding things up, then a delay of game call sounds pretty
reasonable.
