   I don't know details, but for NCAA games at Maine over the past
   several years, the NCAA has been in charge.  There is an overall,
   in-charge on-site representative.  Ticket costs and all policies seem
   to be under control of the NCAA.  The drug testing group members are
   representatives of the NCAA.
