Not sure it matters at all to the NC$$ although it probably matters a lot to
the Denver business community.  Ever since the Anaheim debacle,  the Frozen
Four  (yes that's with an *F*) has been sold out.  Even if the stands are
empty, the NC$$ gets their money.  The hotels and restaurants and
organizations who put time and money into hosting the event probably won't
be happy, but the NC$$ probably doesn't care and won't care until cities
stop applying to host the event.
