I cannot imagine not allowing icing on power plays. As usual, most of the rules in the NCAA are developed with only the top level of Division I in mind. I can't imagine what will happen in some of our Division III games that are already one-sided.

A good parallel is the football committee's moving the kickoff spot back to encourage kickoff returns. In five years of watching our Division III games, you rarely see a team start inside their own 40 after a kickoff, unless there is a penalty.
