North Dakota State's was tied to a referendum for a new arena and
sports center that they wanted city assistance to help build. That
vote failed, and with it (seemingly) any serious talk of NDSU hockey.
It was at about that time that they turned their attention to
upgrading their whole athletic program to Division I.

Fargo did just build a new 5,000 seat arena, which would be smallish
for the WCHA. But it is away from campus, so I'm not sure how eager
NDSU would be to add a team that would play off-campus.
