No, and no.  The six teams in the ECAC West span all three divisions:
 
DivI: Canisius, Niagara
DivII: Mercyhurst
DivIII: Elmira, Hobart, RIT
 
Each of these teams must hope for an at-large bid to the NCAA tourney in
the division in which they are classified.  For Canisius and Niagara, this
is impossible - they don't play enough games against DivI teams.  But
Mercyhurst, Elmira and RIT have all made NCAA appearances lately.
