This is true if the school from which the players are transfering
actually has a varsity program the following year.  Hence, it takes the
dropping of men's hockey as a varsity sprt by UIC to allow the players ot
transfer without the loss of a year's eligibility.  this can be done if
the highest level of intercolegiate hockey at UIC next year is club
hockey (as is played at UIUC and Penn State for example.)
