O.K., I've got this one on tape. I played it back half a
dozen times, and here's the way I see it.

There a six Badgers in the scramble near the net. Just
before the puck goes in, a seventh Badger slowly drifts into
view, passing the blue line on his way from the bench. He
never gets involved in the play. He is at the top of the
face-off circle when the goal is scored. From the way he
just sort of drifted toward the play, I get the feeling he
realized he was the seventh man and was trying to act
inconspicuous.

The announcers of the game said Rob Granato came off the
bench for the goalie, but I'm not so sure. I think the
penalty was called on a Husky who pulled down a Badger from
behind as the Badger rushed the net to get a feed from the
side. The puck slid past these two and toward the far side,
and the first player to reach the puck was #21 (Granato,
right?). So I think Granato was already on the ice.

Anyway, the refs should have called a penalty, but the
seventh man did not help score the goal.
