I believe every one who had some sort of priority points (1-5) got tickets
this past year for St. Paul.  The thing I don't know is whether they give
seating preference to those who have the most points.  Anyway, it can't hurt
to send in an application and get on the priority list since tickets are
usually easy to get rid of and, if we have a Minnesota situation again, make
$$$ on.
