Unfortunately, the online version of the NCAA rules at
http://www.nihoa.com/rulebook/
is a couple of years out of date in not including the new rule
allowing shootouts, but this was all discussed last year, and the rule
is as follows:
-- If a team scores a goal in overtime, they are the winner of that
game, whether the overtime was 5 or 20 minutes.
-- If a game is decided by a shootout after a scoreless overtime
period, it is officially a tie in the eyes of the NCAA.
