I agree.  From watching the Stanley Cup finals (the only NHL I saw last
year) I thought that was the only difference in the pro game that the NCAA
should adopt.  After four years of regular attendence at badger games +
radio and a few tourneys, I have yet to able to predict reliably whether
icing will be called.  They should also go back to sitting out coincidental
minors.  I think that the league officials have confused coincidental (at
the same time) with inconsequential (of little importance).
