The reason for the coincidental minor/major rules in college is not
actually to take away an advantage from the more talented team.  I
recall the head of officials several years ago saying that the intent
was to allow more players to play, and after all one of the reasons
college athletics exists is for the players to play.  We can debate
whether it is better or worse for the game to have 4x4 or 3x3, but my
understanding has always been that this was not a prime consideration
in establishing the rule in college while it was a factor in the NHL.
