According to

   Note: If the points awarded in the RPI for a win in a postseason
   conference tournament game are less than the average regular-season
   RPI point value per game, then points awarded for the posteason
   tournament game will be deleted. This is being done so that an
   institution is not penalized for a win in a postseason conference
   tournament by having its overall RPI decrease.

So it seems pretty clear that this only impacts the RPI.  And it
wouldn't make much sense to apply it to the other criteria, since the
whole point is to make an end-run around RPI's flaws in dealing with
strength of schedule.
