Scott Monaghan of LSSU also sent me a message saying the same thing.
I have to admit that this is an issue that continues to confuse me.
 
For example, 15.5.1.2.3 reads,
 
"In all sports other than football and basketball in Division I...a
student-athlete who was recruited by the awarding institution and who
is receiving institutional financial aid (as set forth in 15.02.4.1)
shall be a counter unless there is on file in the office of the
athletics director certification by the faculty athletics
representative and the director of financial aid that the student's
financial aid was granted without regard in any degree to athletics
ability."
 
Then there is figure 15-2, which is a flow chart showing how to
determine if a SA is a counter.  Following the chart, if a SA is
recruited, and did not receive athletics aid, but received aid per
15.02.4.1 (including "all funds administered by the institution [e.g.,
scholarships, grants, loans, ...]"), AND he did not compete in DivI
varsity football or basketball, then we drop into the box called
"Proper certification (see footnotes 1, 2, 3 and 4)".
 
Footnote 2 refers to 15.5.1.2.3 and says that for a recruited SA
participating in a sport other than DivI football or basketball,
financial aid must be certified as unrelated to athletics ability.
 
If the answer is yes, the result is "noncounter".  According to
15.02.3, "a 'counter' is an individual who is receiving institutional
financial aid that is countable against the aid limitations
established in a sport by the institution's membership division."
 
Perhaps you can see where I interpret the rules to mean that academic
awards (or need-based aid) given unrelated to athletics ability would
result in a SA being considered to have not received part of the 18
hockey scholarship limit.
 
But compliance officer is not part of my duties, either.  Can anyone
explain where I may have erred?
