  As regards U of Michigan and Michigan State:
  These two schools, along with Wayne State (in Detroit) each have their
own "Board" (variously named, but the governing body of their respective
schools, and are recognized constitutionally as separate entities.  All
other schools are governed by the State Board of Education, another
elective board.  Mich State is the Land Grant College.
  As an aside, Northern- Central- Western- and Eastern- Michigan were at
one time the "normal" or Teacher Education schools.

By the by - Northern Iowa, formerly Iowa State Teachers College, Iowa State
(Ames) and Univ of Iowa were at one time the only state supported schools,
each with its own mission (ISTC at Cedar Falls, the "teacher" school, Iowa
State the Land Grant school and U of Iowa (Iowa City) the "professional
school".
  Jealousies and name-caling abound everywhere - to no ones advantage
(methinks).
