The goal judge does not determine shots on goal.  He/she only determines if
the puck enters the net by flipping the goal light on, and then the referee
has the final say either way.
 
Shots on goal are determined in different ways in different rinks.  In
DivI, most home teams employ a person in the press box to do a "shot
chart", which consists of a diagram of the rink on which notations are
made.  Recorded are shots on goal (saved and goals), shots wide, shots
blocked, and shots off the pipe.  In each case, the number of the player
taking the shot is written on the chart in the location from which the shot
was taken.
 
In some places, shots on goal are kept down at the scorer's table, but the
shot chart is the method that is primarily used by the majority of DivI
teams.
 
An accurately kept chart will allow you to determine the total number of
shots attempted, quality shots, etc.  In Hockey East and most other rinks,
copies of the chart are distributed to the media and coaches after each
period and as part of the final game packet.
