It seems intuitive to me that if you're the 5 or 6 seed, you expect to cross
over.  If you're 4th or higher, you feel you deserve to stay home.  I think
the crossovers do serve a useful purpose since on a given year one region may
be stronger than the other.  Besides, it was fun to see Wally, the rock star
goalie, among other strange faces.
