Tom's right as far as Congressional appointees is concerned. However,
there are other channels such as Regular Army appointments and others
which can permit a larger number to attend from one state as opposed to
another. USAFA could enhance the appointments from certain states if
they cared to do so; however, this does not overcome the structural problems
that I outlined earlier.
