I tend to believe that the .500-or-better criterion would only apply to
at-large bids.  Otherwise, teams going into their conference tournaments
with sub-.500 records (more specifically, being below .500 by a number of
games greater than the number of potential wins they could have in the
conference tournament) would have little to play for in the postseason.
