Life is grand ain't it?

Heres a question for those out there, I'm not sure I know the answer
but I am pretty sure of it.

If the tiebreaker goes to record vs. Top 4, what happens if the Top 4
are not decided?

For example, let's just say that there is a three way tie between
three teams for the number 3 position. The head to head produces
another tie, therefore we go to Record vs. Top 4.

If I am correct, the Record versus Top 4 only would include teams 1
and 2, and not any other team, so essentially it becomes record vs.
Top 2.

Am I right in my thinking? I think I am.
