There really is no NCAA making decisions ... the NCAA decision-makers are
the Board of Directors and Executive Committee -- which is made up of
Presidents and ADs of member schools.  They have no one else to answer to.
The president of the NCAA, Ced Dempsey, can be an advisor -- and then the
NCAA helps enforce the existing rules.  This is where people run into
problems ... disagreeing with the enforcement tactics.  But as far as making
changes, that's totally in the hands of the schools.  But, remember, the big
conferences run the show these days.
