All from THE NCAA NEWS, 17 May 1995, with
paraphrasing attempted where possible:
 
The Men's Ice Hockey Rules Committee met in
Santa Fe NM from May 10-13, resulting in the
following proposals:
 
* Proposed a two-minute unsportsmanlike conduct
penalty.  Players taunting, spitting at an opponent,
spraying the goaltender with ice, shooting the puck
after the whistle, or kicking, throwing or knocking an
opponent's stick for the purpose of keeping it away
from the opponent will receive an unsportsmanlike
conduct penalty.  (Requires approval by the NCAA
Executive Committee.)
 
* Proposed a carry-over penalty for players fighting
during the last game of a season.  Hence, if you're
a non-senior and you fight at the end of the season
(one CCHA cellar dwellar immediately comes to
mind), you will be subject to the progressive DQ
penalty system at the beginning of the next season.
 
Other notable results of the Committee meeting
include:
 
* Ethical behavior, hitting from behind, holding the
stick and interference tabbed as points of emphasis
for 1995-96.
 
* Hockey East will be allowed to continue with
shootouts.
 
* The CCHA will be allowed to continue the 1-2
officiating system, with linesmen maintaining the
authority to call penalties behind the play in the
defensive zone.
 
* The number of non-uniformed team personnel
allowed on the bench has been increased from
five to six.
 
* The number of non-goaltenders allowed in the
pre-game skate has been increased from 18 to
19.  The official game report form will include only
the 18 skaters dressing for the game.  (Example:
Now, an injured player and his probable sub may
participate in the pre-game skate and the coach
can then decide which one will remain dressed
for the game.)
 
There were also a few revisions (mostly language
changes) made to specific rules.  I won't list them
all here, but one is worthy of note:
 
* Rule 5-3-h was revised to allow conferences and
tournament directors to determine alternative policies
for awarding assists.  So much for uniformity.
