How about doing the 12 teams as an upper and lower division in a manner similar to the European soccer leagues?  We can have the Premier division and First division.  The teams in each division would play each other 4 times and the teams in the other division twice.  At the end of the year the two lowest teams in the Premier (top) division would be demoted and the top two in First Division (bottom) would be promoted.
