From recollection late last night, the difference is level of commitment and
skills.  Division 1 has a high level of commitment by the skill and generally
a high skill level on the part of the players, often with some other
collegiate hockey playing experience.  Division 1 teams will do some
traveling.  There was also some description on Division 2, in contrast to
Division 3, but I can't remember anything other than further difference in
skills.

You're right, the NCAA D-II Championship is gone. When it was
eliminated
(about 5 years ago - when the MAAC started and Bemidji and UAH
moved up),
the ECAC started a D-II Championship for its remaining teams. I'm not
even sure if it still runs anymore.
