Madison may be a good choice but, to the best of my knowledge, the NCAA has requirements of all sites to ban serving of alcohol and to make sure all commercial advertisements are covered.  At the Pepsi in Albany, where each seat has a drink holder whose base advertises a particular brand of beer, employees were required to cover the ad on every seat in the house before the NCAA event started.

On a different note, this decision kind of pisses me off.
After 5 years of running the NC$$ contest, I've finally reduced the whole contest to a single Excel spreadsheet.
I cut and paste each entry as I receive it and plug in the game scores and everything is automatically calculated.  Now that they've changed the format, I have to revisit the spreadsheet
(affectionately referred to in my house as "the Beast") in order to accommodate the new format.
One of the things that will really throw off the contest is if they hold 4 regionals (which is their intent) and then re-seed
for the semis/finals.
