The college and former NHL rule is that it's a delay of game penalty
on the D if it's deemed intentional, but for the goalie it's
automatic.  I think they changed the NHL rule so that it's automatic
for everyone.  I don't care much one way or the other.

Not allowing a line change after an icing is bogus, though.
