Correct.  The rules you listed have not been altered at all in the
NCAA 1991 ice hockey rule book.
 
Also interesting to note is the following rule:
 
Rule 6-13-b:
"A minor penalty shall be imposed on a goalkeeper who, when the body is
entirely outside the boundaries of the crease area, deliberately falls on or
gathers the puck into the body or who holds or places the puck against any
part of the goal or against the boards."
 
This means that when a goalkeeper is outside of his crease, he is treated
in the same way as any other player regarding handling of the puck when
the puck is on the ice.
