Yes, but under "linesman" duties, one finds "At the first stoppage of
play and report to the referee any conduct calling for an
unsportsmanlike or misconduct penalty;".  Since HEA doesn't use
linesmen, but assistant referees, my quote probably doesn't apply.

Perhaps the assistant referee was in error.  My 1996 rule book requires
the two linesmen (the rule book did not use the term "assistant" back
then) to signal and report any penalty to the referee at the next
stoppage of play. My '97 and '98 rule books aren't available to me now,
but the '99 rule book is like the 2002 current rule ... the whistle
should have blown immediately.

As with any rendering of rule book "law", it would be better done by
someone that knows what they're talking about. ;-)
