I don't understand your logic.  How does this point out a flaw in the college
rule about declaring for the draft making you ineligible?
 
Peterson was not yet 19 according to the draft rules.  The cutoff is September
15 and Peterson's birthday is October 27.
 
So Peterson is eligbile for the draft next year when he'll be 19. What's the
difference?
