At PPL, we do not take a deposit, but we do ask borrowers to sign a contract that's good for one year; I'm pasting the text below. They are very popular, and to the best of my knowledge we've had only one that's not come back, and another one that came back without its SIM card. We disabled both of them with our provider.



I am fully responsible for any loss or damage to this Wi-Fi Hotspot. 

I will not loan this Wi-Fi Hotspot to another person. 

I will return this Wi-Fi Hotspot, and all associated components, to a staff member at the Circulation Desk, in the same condition in which it was received within the loan period. The hotspot will not be checked in if any damage or tampering is assessed (including any consequence of misuse, accident, modification, attempts to access internal parts, removal of labels or equipment components). 

Wi-Fi hotspots are subject to replacement costs ($100) if the device is: 

-returned with damage that renders it inoperable 
-not returned 1 week beyond the loan period 

if a hotspot is billed to a patron’s account, the patron will lose borrowing privileges of the PPL Wi-Fi hotspots for 6 months 

The hotspot may be borrowed for a 1-week period. It may be renewed twice ONLY if no one is waiting for it. 

Checkout is limited to 1 per household. 

It is the policy of the Library to lend out Wi-Fi hotspots to all eligible Library patrons over the age of 18. Eligible patrons are defined as those possessing a library record in good standing (no fines or billed items, and up-to-date contact information). 

The equipment remains the property of PPL. The borrower is responsible to safeguard and protect the device against damage and loss throughout the loan period.
