I think  it comes from Providence going from all male to a majority female
school, though I may be confusing their situation with someone elses.
Since the school, at least the one i'm thinking of, has like a 60-40
female to male ratio, they must provide 60% of their athletic funds for
female sports. My guess is that under their current situation it's about
50-50 like you said, which seems fair but isn't under Title IX.
