As long as we're dealing in various odd questions:
 
In three different print locations announcing the NC$$ field, it was mentioned that this was the first tournament in 17 years without BU and Minnesota. All three sources worded this the same confusing way (probably verbatim from an NC$$ press release), and I am unsure as to the exact meaning. Have both BU and Minnesota been in the NC$$'s every year for the last 16 years, or has at least one of them been in the tournament every year for the last 16?
