I don't think the ruling would be as Howie describes it.
 
Case 1:  On even strength, A scores on delayed penalty.
Result: Penalty wiped (aside: does player get PIM?), even strength.
Effect: 1 infraction, 1 advantage: (extra skater).
 
Case 2: On powerplay, A scores on delayed penalty.
