So I got to thinking... If my son's Mite team suddenly moved to
Division I (ignoring Prop 48 considerations for 8 year olds who
haven't taken SAT's yet) and played an ambititious schedule
consisting only of games with Maine - and losing each by a bazillion
to zip. Would their RPICH rating be

 win% x 0.25 + opp% x 0.50 + oppopp% x 0.25
  0% x 0.25 + .8600 x 0.50 + 0.5055 x 0.25 = 0.5564 ?

You forgot to figure the fact that oppopp% of maine
would have to drop sharply from 0.5055 due to playing
a team with 0 win%.
This method will work better when:
1. a large number of games is played.
2. every team plays a large number of teams, including
   inter-league play.
