I have only seen substitutes for a goalie in the penalty box be used in the
case of minor penalties.  5 minute majors, 10 min misconducts, and game ms/dq's
must be served by the goalie him/herself.
 
I do not have the rulebook in front of me at the moment, but this is the way I
have always seen it called.
