Unless I'm missing something here, the redefinition of Canadians as
foreigners (the last time I checked Canada did not have any stars on
Old Glory) for aid purposes is not limited to hockey players.  The net
effect of the change may be to benefit the hockey team, but it is
still not giving any aid preferences to althetes per se, just to a
group which happens to contain a lot of athletes.  You may disapprove
of having special aid for foreign students, but that policy was not
put into place for the sake of athletics.
