Hello hive mind, I am wondering if someone would be able to give me guidance concerning copyright law. 

A patron of mine wants to copy a booklet of poetry for a fundraiser (not library related). This booklet was (apparently) independently printed in the 1940s by a local. I have not even been able to find the poems on the internet. 

I have told this patron that since these poems are not in the public domain, she should not reprint the booklet. 

I am assuming that this is the correct response. Are there other considerations I should make? Do you have other suggestions to prevent this patron from proceeding?
