ARPA Formula Grant Process

The application portal is scheduled to open July 1, 2021. The applications should be submitted by August 30, 2021.



At the grant management portal, you will first need to set up an account for your library.

At this time, you will need to enter your DUNS number and State of Maine vendor code (VC#).



Of the 256 eligible public libraries, 125 have active VC#s in the state's accounting system.  Thirty-three (33) libraries have inactive VC#s. I am meeting with accounting to see if these can be activated. There are 98 libraries with no VC# in the state system.



1. Today we will begin a snail mail to the 125 libraries that have active VC#s.  Please save this document for the application.



2. Today we will email all 98 libraries with no vendor code the paperwork needed to create a vendor account in the state system. This form, State of Maine Substitute W-9 & Vendor Authorization Form needs to be filled out, signed and either scanned and mailed back to us, or mailed to MSL via USPS.



3. The 33 inactive libraries will hear more after our meeting with the State Controller's Office, but you will either get a State of Maine Substitute W-9 & Vendor Authorization Form emailed to you or receive a letter with the activated VC# you will need for your application.

Once your application is processed, a check request will be sent to accounting. We will likely batch requests. The meeting with accounting will provide a better time frame.

  *   Technology - Software
  *   Collections - Print
  *   Collections- Ebooks/audio/video
  *   Collections - Circulating or Take and Makes
  *   Programming - Face to face
  *   Programming - Virtual
  *   HVAC Supplies/Solutions
  *   Other (please consult with MSL)
