ARPA Formula Grant Process
The application portal is scheduled to open July 1, 2021. The applications should be submitted by August 30, 2021.
At the grant management portal, you will first need to set up an account for your library and the director or the grant manager. At this time, you will need to enter your DUNS number, EIN#, and State of Maine vendor code (VC#). Read the Formula Grant Requirements<https://www.maine.gov/msl/libs/grant_projects/documents/ARPAFormulaGrantRequirments.pdf> for information.
All documents and information is posted at the MSL ARPA webpage<https://www.maine.gov/msl/libs/grant_projects/ARPA.shtml>. There is a new document with the list of eligible funding categories<https://www.maine.gov/msl/libs/grant_projects/documents/AllowableFundingCategoriesforARPA.pdf> and sample items now available.
Of the 256 eligible public libraries, 125 have active VC#s in the state's accounting system. Thirty-three (33) libraries have inactive VC#s. I am meeting with accounting to see if these can be activated. There are 98 libraries with no VC# in the state system.
1. Today the 125 libraries that have active Vendor accounts<https://www.maine.gov/msl/libs/grant_projects/documents/ActiveVCLibraries.pdf> were mailed their library's VC#s. Check to see if your library is listed. Please save this document for the application and any other state business.
2. Today we emailed all 98 libraries with no vendor accounts<https://www.maine.gov/msl/libs/grant_projects/documents/NO_VC_Libraries.pdf> and provided instructions and an attachment of the paperwork needed to create a vendor account in the state system. This form, State of Maine Substitute W-9 & Vendor Authorization Form<https://www.maine.gov/msl/libs/grant_projects/documents/vendor_ME_W9v5.pdf> needs to be filled out, signed and either scanned and mailed back to us, or mailed to MSL via USPS. 3. The 33 libraries with inactive vendor accounts <https://www.maine.gov/msl/libs/grant_projects/documents/Inactive.pdf> will hear more after our meeting with the State Controller's Office, but you will either get a State of Maine Substitute W-9 & Vendor Authorization Form emailed to you or receive a letter with the activated VC# you will need for your application.
ARPA Grant Reports will be due by December 31, 2021.
Maine InfoNet submitted a formal grant application for their work to bring more libraries into the Maine Cat environment. We are reviewing that application now.
The Drucker Institute will do a Bendable presentation on either June 22 or June 29.
