Discussion topics - ARPA

Maine InfoNet

James Jackson Sanborn provided an overview of InfoNet’s plans to bring additional libraries into the MaineCat Statewide Resource Sharing Environment<https://www.maine.gov/msl/libs/grant_projects/documents/MaineCatEnvironment.pdf>. This includes the Koha, Evergreen (Balsam) and Apollo (Biblionix) libraries. In addition, more libraries for MILS and Minerva as well as catalog cleanup.

InfoNet will release a survey to assess need and interest in the coming weeks.

Public Library Formula grants

Link to a PDF<https://www.maine.gov/msl/libs/grant_projects/documents/FinalFormulaGrants_PublicLibraries.pdf> with amounts for each eligible library

Link to categories eligible <https://www.maine.gov/msl/libs/grant_projects/documents/Draft-ARPAFormulaFundApplication.pdf> for use of federal funds and contents of draft application

Brief discussion on process: DUNS and State of Maine Vendor #s.

MSL will be reaching out to libraries with no State of Maine Vendor # beginning next week.

Those libraries that have existing numbers, we are vetting to ensure that your library is configured in the system to receive payment (versus just configured for van delivery billing as an example).

DUNS #s: Use this handout<https://www.maine.gov/msl/libs/grant_projects/documents/DUNS-InformationandInstructions.pdf> to see if you have a DUNS# or how to apply for a DUNS#. Please complete this before the end of June.

Coronavirus
New General Guidance from Maine DECD

A plan to protect public health and support Maine’s economy<https://www.maine.gov/covid19/moving-maine-forward>

General Guidance<https://www.maine.gov/decd/general-guidance>

Today in the briefing Commissioner Lambrew addressed the switch from state guidance to U.S. CDC guidance and directed organizations/businesses to the appropriate guidance. Although the U.S. CDC has provided new guidance for vaccinated people they have not updated or amended the guidance for the various sectors. That is problematic for libraries because the burden is on you to develop your own policy utilizing a variety of resources.

Overview:

  * The May 13, 2021 Interim Public Health Recommendations for Fully Vaccinated People<https://www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated-guidance.html> offers individual guidance for the vaccinated person.
  * The Community, Work, and School Information<https://www.cdc.gov/coronavirus/2019-ncov/community/index.html> for Where You Live, Work, Learn, and Play guidance has a variety of dates for different sectors.
  * U.S. CDC Guidance for schools<https://www.cdc.gov/coronavirus/2019-ncov/community/schools-childcare/operation-strategy.html?CDC_AA_refVal=https%3A%2F%2Fwww.cdc.gov%2Fcoronavirus%2F2019-ncov%2Fcommunity%2Fschools-childcare%2Fschools.html> is detailed but it is around the fact that school age children under 12 cannot be vaccinated. This is dated May 15, 2021.
  * Workplace and Business Guidance was updated April 20, 2021
  * Community Based Organizations Guidance<https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/community-based.html> – that I believe best covers libraries – was updated April 19, 2021. This guidance still emphasizes handwashing, masks, distancing with no integration regarding vaccinated people in your community. Bottom line, the state is deferring to the federal government, and the federal government has yet to update industry/sector guidance to include or refer to % of the population vaccinated. Maine is in the top 5 states of % of people vaccinated. All New England states are in the top 10.

The bottom line is that the push is to get as many people vaccinated as possible (state and nationally).

An FYI: Most Mainers in the hospital are not vaccinated

Libraries coordinating vaccine clinics – 10 people are needed to request a clinic

I talked about this as an opportunity for libraries at the meeting. Today I received an email from the Director of Vaccine Communications at Maine CDC saying she “thought libraries across the state might be interested in this option, and if they’re willing to be a host location and bring in at least 10 people from the community, we can set them up with a vaccine provider to pull it off on a date/time/location of their choosing.”

Feel free to pick a date and see if you get 10 or more signed up and the vaccine will come to you. Public health nurses or other providers are the primary groups getting these small clinics done. Indoors or outdoors I believe.

We worked with Maine’s First Amendment Museum to find a speaker and create this co-sponsored event. Librarians, town staff, board members – everyone is welcome!

Stay well all,

Janet

PS

Have a great holiday weekend and remember all those who served and are no longer with us.

I take time to remember Colonel Burris N. Begley<https://airforce.togetherweserved.com/usaf/servlet/tws.webapp.WebApp?cmd=ShadowBoxProfile&type=Person&ID=79570>, an Air Force POW during the Vietnam War.

His name was on the POW bracelet I wore for many, many years.
