Well, its been four years since the Whittemore Center opened but, on the
other hand, the complex UNH built was not only for an arena but conversion
of the old barn - Snively Arena - into a three level multi-purpose athletic
center for the general student body.
 
Given all that the total cost, with a 6100 seat arena was $27 million plus.
Given a modest inflation factor, plus you folks are probably have
arena-envy with UND, the price range you are talking about is not
outrageous.  Of course,the longer you wait, the more it goes up.  The price
estimates for the UNH project started at the $18-20 million range.
